为了进一步巩固解放战争的基础，最大限度发挥广大民众的力量。中共方面派出由萧祥（于洋 饰）率领的农村土改工作队进驻位于东北某解放区的元茂屯。然而土改工作从一开始就遇到了不小的阻碍，千百年来唯唯诺诺的农民们根本还没有当家作主的意识，他们习惯了当地主家的佃户，对于这项前所未闻的政策畏首畏尾，不敢轻易尝试。除此之外，自觉切身利益受到损害的恶霸地主韩老六（刘季云 饰）则和农会主任张富英（安震江 饰）沆瀣一气，到处散播谣言，意图破坏土地改革的进程。萧祥和同志们审时度势，对症下药，揭穿瓦解了地主的阴谋。而在此过程中，赵玉林（高保成 饰）等贫苦农民等也勇敢站了起来，积极争取当家做主人的合法权益……
